What is not possible / not adequately addressed at present? |

To perform crop type and damage assessment there has to be an understanding of what is being planted to ensure correct/fair payment. For example, is the damage assessment actually worse than expected in terms of rutting of land and destruction of crops? It is difficult to assess the recovery period - is it correct or realistic? Is the compensation too high? Baseline data are required to support decisions. There is leverage in some countries (e.g. Kenya) but there are additional issues in dealing with commercial and subsistence farming. Reglulated in Canada and Poland per square metre per crop and by condition. |
