Mining companies must remove all buildings and infrastructure that will not be of value for the community or the State post closure (as will be agreed in the permitting process).  Buildings that are not removed will fall into disrepair, become eyesores and also be a potential location for unsocial behaviour.  Demonstrating progress with respect to removal of infrastructure is an important closure metric for regulatory authorities.
