Watplan (Spatial Earth Observation Monitoring for Planning and Water Allocation in the International Incomati Basin)


The project focuses on water resources allocation, the identification of current water use, and high resolution monitoring of several water resource indicators on a weekly basis. For this purpose an operational earth observation system will be developed which includes a website with weekly updates on water resource data.Towards the end of theThis system will be linked to GEOSS (Global Earth Observation System of Systems) in order to make the data accessible for multiple users.


The main objective of this project is to develop and implement an operational earth observation monitoring system that - based on high resolution satellite images and in-situ ground measurements - delivers water management indicators on a weekly basis to support transparent and rational decision-making on water allocation and sustainable water utilization in the context of an international river basin.


The main data generated as a result of this product will be:

  • Water use and evaporation (evapotranspiration - ET)
  • Evapotranspiration deficit (ETdef)
  • Biomass production (BM)
  • Rainfall (P)
  • Rainfall minus evapotranspiration (P-ET)

These parameters are the basic inputs for water accounting, which is a relatively new concept that can contribute to better water allocation, verification of water use, and sustainable water utilization.
